This role supports post-disaster rebuilding by aligning water, reuse, wastewater, stormwater, watershed, and cultural and historic resource outcomes under a unified One Water approach. You will serve as part of a multidisciplinary team, translating complex recovery challenges into actionable strategies through effective facilitation, engagement, and cross-agency coordination that directly supports community rebuilding and long-term sustainability.
Working alongside County leadership and partners, you will help advance standardized recovery operations, governance, and engagement practices that promote transparency, informed decision-making, and delivery of resilient infrastructure. This work supports Maui's long-term recovery and climate resilience goals while ensuring that rebuilding efforts strengthen essential systems and community outcomes.
The Program Management role will provide senior-level leadership and strategic direction towards the successful strategy, planning, and execution of programs. The role will lead and deliver large-scale programs. This role leads the Program Steering Committee and provides senior-level oversight of operations, and is responsible for effective strategy and planning, coordinating resources, managing timelines, and ensuring that deliverables meet quality standards and the program meets the intended outcomes. The role has the responsibility to set the direction of program controls and performance monitoring systems to track progress and address any deviations. Strong stakeholder engagement will be crucial, as this role will collaborate with a diverse range of executive-level internal and external stakeholders to foster program success. Additionally, the role will lead program governance, risk management, and change management efforts to ensure successful outcomes and continuous improvement.
Responsibilities include managing the most complex, high-profile, large-scale programs and projects (estimated total capital investment size over $500 M), defining the program leadership vision and strategy, directing the program towards the company's strategic goals, making critical decisions impacting program strategy and operations, balancing risk and opportunity in decision-making, leading large program team and various functions, managing program resources, developing strategy and roadmap for achieving program objectives, supporting the development of team members, leading decision-making guidance, roles, responsibilities, and processes, recommending the best solutions to meet client needs and objectives, implementing financial controls, schedule management, risk management, quality assurance, and performance measurement, change management leadership, monitoring program performance to determine efficiency and areas for improvement, high value engagements with client senior leaders and important program stakeholders, and flexibility to adapt and execute various additional assignments based on evolving needs.
Preferred competencies include ensuring execution integrity across the program, providing technical integration and continuity for both the internal and external leadership, providing senior program leadership, being comfortable as the right hand to the principal-in-charge, providing mentorship, guidance, support, and knowledge-sharing to help less experienced team members develop their skills and grow within their roles, leading large, cross-functional and integrated teams, communicating with program stakeholders, and skilled in navigating higher-level conflicts, being expert in program management and leading more challenging and larger project assignments on time and budget, being expert in program delivery lifecycle management phases, processes, and activities, having a deep understanding of the industry and our clients, being expert in program controls, strong business and commercial acumen, and performance monitoring and reporting, being expert in program planning and initiation, change management, risk management, and quality management.
Key skills include experience with public-sector governance and engineering background, ability to provide executive-level syntheses, ability to integrate technical water resources and business consulting solutions as needed for Capital Improvements Program (CIP) implementation.
